What is Baseline Personnel Security Standard (BPSS) | BPSS Clearance

The minimum safety and security standards a person with immediate access to government resources needs to go through is BPSS or The Baseline Personnel Security Standard. This includes temporary work force, people working as government suppliers, civil servants, and those working with the armed forces. Security clearance like CTC, SC or DV are not included under BPSS.

There are four personal security controls currently available to organisations depending on the level of assurance required. These are Counter-Terrorist Check (CTC), Security Check (SC) and Developed Vetting (DV) and BPSS.

A BPSS check includes the following:

• ID Verification
• Right to Work Check
• 3-year employment history
• Criminal Record Check

Identity check and Right to Work in the UK

Employers in the UK must carry a Right to Work check to prevent illegal working. It helps employers make sure the prospective candidate is eligible to perform the role and is not disqualified by reasons of their immigration status. Not complying with the Right to Work check, employers can be sentenced to a 5-year jail term or penalised with a hefty amount, as per the guidelines of the UK Home Office.

Right to Work checks must be performed every 12 months depending on the role and candidate's visa status.

Employment reference history (3 years)

A standard check

Individuals working for finance or legal service would be required to perform a standard check. This will give information on spent, unspent and warnings.

An enhanced check

An enhanced check has two levels, depending on the job and responsibility while working or caring for children and vulnerable adults.

How to obtain a BPSS security clearance certificate?

After logging onto the Complygate BPSS page, the candidate can fill in their contact details. Post this, they will be invited to a secure portal to perform the screening by providing necessary information.

The candidate requires to fill in the following information:

• Full name of the employee
• Date of birth
• Address history for the last 06 years and the dates lived there
• National Insurance number (NINO)
• Two ID documents (Passport and Driving licence)
• Employment history of 03 years

Who will need BPSS screening, and what does it provide access to?

Everyone who has access to government assets will need to undergo BPSS screening.

• People working as government contractors, temporary staff, civil servants, and armed forces
• If the candidate has any means of contact with UK official holdings and occasional access to UK secret resources.
• BPSS clearance is also needed for individuals who have access to areas where they can hear or overhear any top-secret government information.
• People requiring access to Public Services Network (PSN) will also need BPSS screening.

Candidates undergoing BPSS check are also liable to provide meaningful information if they have spent 06 months or more time internationally.
